About The Role
We are looking for a Compliance & Money Laundering Reporting Officer (CMLRO) in Saudi. This person will build and manage Thndr KSA’s compliance and AML/CTF capabilities, and will be registered with the Capital Market Authority (CMA) as Thndr KSA’s Compliance Officer and MLRO.
What You'll Do
Compliance
• Draft, implement and maintain Thndr KSA’s compliance policies and procedures, keeping them aligned with CMA rules as they change.
• Review policies and procedures at least annually and after any regulatory change, and get them approved by the Board.
• Design, implement and maintain a risk-based compliance programme in line with the Capital Market Institutions Regulations and other CMA rules.
• Run compliance monitoring and surveillance reviews in line with the annual compliance monitoring plan.
• Guide and train the team on regulatory, policy and procedural issues.
• Act as the main point of contact for CMA inquiries, inspections and requests for information.
• Identify, log and resolve compliance issues, complaints and regulatory breaches.
• Prepare and file regulatory reports and notifications with the CMA on time.
MLRO
• Own Thndr KSA’s AML/CTF policies and procedures in line with the Anti-Money Laundering Law and the CMA’s AML/CTF Rules.
• Oversee the KYC, customer risk-rating and sanctions-screening framework.
• Identify, investigate and report suspicious transactions to the General Directorate of Financial Intelligence.
• Deliver AML/CTF training to staff.
• Receive and act on any relevant findings, recommendations, guidance, directives, sanctions or notices.
Board reporting
• The firm’s compliance with applicable KYC and AML/CTF laws.
• Assessment of the adequacy and quality of the firm’s AML/CTF policies, procedures, systems and controls.
• Any relevant findings, recommendations, guidance, directives, resolutions, sanctions or notices, and how the firm will address them.
What You'll Need
Experience
• 5+ years in compliance and/or AML in financial services, ideally at a CMA-licensed Capital Market Institution (brokerage preferred).
• Prior experience as a CMA-registered Compliance Officer or MLRO is strongly preferred.
• Hands-on experience writing and maintaining compliance and AML/CTF policies and procedures for a regulated financial institution.
CMA qualifications and registration
• Passed the CMA’s compliance and AML qualification route: CME-1B, CME-2A and CME-2B, or an exemption granted by the CMA.
• Holders of the CMA’s previous-series qualification certificates for this function qualify without retaking the exams. All three must be passed before CMA registration.
• Eligible for registration with the CMA as a Registered Person under the Capital Market Institutions Regulations, including meeting the CMA’s fit-and-proper criteria (skills, experience, competence and integrity).
• Able to act independently of client-facing functions, as required for the Compliance Officer under CMA rules.
• Resident in the Kingdom of Saudi Arabia (a requirement for CMA Registered Persons), or willing to relocate.
Skills
• Deep working knowledge of CMA regulations and Saudi AML/CTF law, and the ability to assess their impact on the business.
• Excellent communication and project management skills, and a great work ethic.
• Attention to detail and high discretion with confidential information.
• Comfortable with compliance management, screening and transaction monitoring tools.
• Fluent in English; Arabic strongly preferred.
