Planning & Scheduling
Develop and maintain the Integrated Master Schedule (IMS) for the rail project.
Monitor project progress against approved baselines and milestones.
Analyze schedule performance and identify delays, critical path activities, and recovery plans.
Coordinate with engineering, procurement, construction, systems, and commissioning teams to ensure schedule integration.
Conduct schedule risk analysis and forecast project completion dates.
Cost Management
Establish project cost control systems and procedures.
Monitor project budgets, commitments, expenditures, and forecasts.
Prepare Cost Performance Reports and Earned Value Analysis (EVM).
Identify cost variances and recommend corrective actions.
Manage project cash flow forecasts and financial reporting.
Progress Measurement & Reporting
Develop project KPI dashboards and performance metrics.
Produce weekly and monthly progress reports for management and client review.
Present project status, trends, and forecasts to senior stakeholders.
Ensure accurate progress measurement across all project workstreams.
Risk & Change Management
Maintain project risk registers and mitigation plans.
Support quantitative and qualitative risk assessments.
Lead the project change management process.
Evaluate schedule and cost impacts of change requests and variations.
Track claims, variations, and contractual implications.
Contract & Commercial Support
Support commercial teams in evaluating claims and change orders.
Review contractor schedules, progress reports, and recovery plans.
Assist in dispute resolution related to schedule and cost matters.
Coordinate with contract management teams to ensure compliance.
Leadership & Stakeholder Management
Lead and mentor Project Controls Engineers, Planners, Cost Engineers, and Reporting Specialists.
Interface with client representatives, consultants, contractors, and project teams.
Establish project control standards, procedures, and reporting frameworks.
Drive continuous improvement initiatives across project controls functions.
Education
Bachelor's Degree in Engineering, Construction Management, Project Management, or related discipline.
Master's Degree is preferred.
Certifications (Preferred)
PMP (Project Management Professional)
PMI-SP (Scheduling Professional)
AACE Certified Cost Professional (CCP)
PRINCE2 or equivalent project management certification
Minimum 18 years of project controls experience.
At least 10 years in a leadership role on large-scale rail, metro, high-speed rail, railway infrastructure, or transportation projects.
